5.1 Government members
Government members shall be appointed by decision of the competent Minister. Their term of office shall be two years, renewable for another two years. Renewal is gradual (50% by category every two years) to safeguard institutional memory.
5.2 Non-governmental members
An open call for expressions of interest shall be issued to non-governmental members. The evaluation is carried out by a joint four-member committee (two governmental, two civil society). Assessment criteria: experience in open governance issues, thematic representation, commitment to active participation. The process is completed within 30 days.
5.3 Presence policy
Each member commits to a presence of at least 75% Plenary meetings and active participation in at least one Working Group. A permanent replacement mechanism is foreseen: each member shall appoint an alternate from the same body with full rights.
5.4 Consequences of absence
Failure to comply with the minimum level of presence shall result in: Plenary debate, possibility to declare disqualification, and replacement (appointment of a new representative for government members, call next in the ranking for non-governmental members).
