User-centric operation
Definition
Public services have the human user at the centre of their design. Users of public services are defined as citizens, businesses and executives of other public bodies who use and benefit from the services. The needs and desires of users are met through a documented process of participation of users and stakeholders in the specification of the needs and the required quality of the public service. For more see Interoperability Framework.
