Artificial intelligence
Definition
(see Digital Transformation Paper 2020–2025 p. 158)
Artificial Intelligence (AI) is defined as a collection of technologies that, by combining data, algorithms and increased computing power, are able to learn and make decisions that until recently were made exclusively by humans, with the aim of achieving defined goals. Developments in computational science, advanced computational architecture and the increasing availability of data are key drivers, but also prerequisites, of the current development in the field of Artificial Intelligence.
Benefits of using
In the context of governance, Artificial Intelligence (AI) can have a significant impact on policies and the delivery of public services. Other benefits include (see mosaico)):
- It solves problems that until now traditional computational methods have not allowed.
- It reduces the time it takes for people to perform tasks, enabling higher-value tasks to be performed.
- It increases productivity and efficiency in actions, achieving greater consistency from people.
- It enhances the ability to interpret and process large amounts of data by identifying and correlating patterns.
- It promotes better and more sustainable policies and decisions.
- It simplifies communication and citizen participation.
- It makes the quality of public services more effective and efficient.
- It increases the supply of skilled jobs.
- AI systems perform work 24 hours a day without interruption, possibly without errors.
Institutional framework
- European Artificial Intelligence Act (AI Act)
Description: The AI Act (EU Regulation 2024/1689) is the main EU legislative framework for AI. It introduces risk ratings and transparency and security requirements, covering the development, use and governance of AI. Its entry into application is expected in 2026.
See AI Act - Law 4961/2022 on Digital Governance and Innovation
Description: It regulates the development of new technologies, including AI, and promotes digital innovation. It concerns public administration and the use of technologies to enhance services.
See Law 4961/2022 the Government Gazette - Digital Transformation Paper (2020-2025)
Description: Greece’s strategic plan for digital transformation, including orientations for the development and use of AI in public and private sectors.
See the Digital Transformation Bible - General Data Protection Regulation (GDPR)
Description: The GDPR imposes rules on the processing of personal data, particularly on AI systems that use sensitive data, ensuring the protection of privacy.
