They alternate in office every 12 months. They set the strategic direction, adopt the agenda, represent the Forum and settle disagreements.<\/p>\n\n\n\n<p><strong>4.2 Government Coordinator<\/strong><\/p>\n\n\n\n<p>The Government Coordinator is appointed by the Ministry of Digital Governance and participates ex officio in the Co-Presidency. It retains the responsibility for adopting the final agenda and the possibility of postponing issues when consultation with the political leadership is required. This mechanism does not amount to a veto right, but ensures that the Forum does not surprise the government on sensitive issues.<\/p>\n\n\n\n<p><strong>4.3 Secretariat<\/strong><\/p>\n\n\n\n<p>The Secretariat is the operational arm of the Forum. It consists of four members (two government, two from civil society). It operates under the supervision of the Co-Presidency. It prepares agendas, organises meetings, keeps minutes, supports Working Groups, and manages communication channels.<\/p>\n\n\n\n<p><strong>4.4 Working Groups<\/strong><\/p>\n\n\n\n<p>The Working Groups are set up by the Plenary on the basis of thematic priorities. Each Group focuses on a thematic area (e.g. transparency of public procurement, open data, participatory budgeting). The composition is mixed and open: at least two Forum members as coordinators, involving external experts, academics, technologists and citizens. They continue to operate quarterly after the adoption of the National Action Plan, bridging the long-standing gap between planning and implementation.<\/p>\n\n\n\n<p><strong>4.5 Safeguards and balances<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Forum\u2019s decisions are advisory\/explanatory in nature.<\/li>\n\n\n\n<li>The Ministry of Digital Governance retains ultimate responsibility for the commitments it submits to the OGP.<\/li>\n\n\n\n<li>The agenda is drawn up jointly but approved by the Government Coordinator.<\/li>\n<\/ul>\n<\/div><\/div>","protected":false},"excerpt":{"rendered":"<p>4.1 Co-Presidency The Co-Presidency consists of two members: a representative of the government and a representative of civil society, elected by the Plenary.
