What is this consultation<\/strong><\/h3>\n\n\n\n<p>This online consultation concerns the proposal to set up the OGP Multistakeholder Forum in Greece. The proposal was prepared by HELLAS (Open Technologies Organisation \/ GFOSS) in the framework of the project \u201cOpen Data and Enhancing Inclusiveness\u201d and submitted to the Ministry of Digital Governance in December 2025.<\/p>\n\n\n\n<p>The consultation is carried out in the framework of the European research project <strong>AI4Deliberation<\/strong> (HORIZON Europe, Grant Agreement No. 101178806), which develops and evaluates artificial intelligence tools to improve public consultations.<\/p>\n\n\n\n<p><strong>Important clarification:<\/strong> This is <strong>pilot research consultation<\/strong>. It is not a substitute for a formal legislative consultation under Law 4622\/2019. The proposal being consulted is not a draft law, but a policy proposal to be submitted to the Ministry of Digital Governance accompanied by the results of this consultation.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. Why it takes place<\/strong><\/h3>\n\n\n\n<p>Greece participates in the Open Government Partnership (OGP) but does not yet have an institutionalised Multilateral Forum \u2013 a permanent space for cooperation between government and civil society to co-create open government policies. The country is already under OGP Procedural Review due to this gap.<\/p>\n\n\n\n<p>The proposal being consulted builds on evidence-based international practices from countries such as Italy, Finland and Estonia.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. Who is invited to participate<\/strong><\/h3>\n\n\n\n<p>The consultation is open to all interested parties. It aims in particular at:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Non-governmental organisations<\/strong> active in transparency, accountability, human rights and participatory democracy<\/li>\n\n\n\n<li><strong>Civil servants and executives<\/strong> Ministries, Regions, Municipalities and Independent Authorities<\/li>\n\n\n\n<li><strong>Academics and researchers<\/strong> in the fields of digital governance, social and political sciences and public policy<\/li>\n\n\n\n<li><strong>Journalists<\/strong> and media representatives<\/li>\n\n\n\n<li><strong>Technological communities<\/strong> Open Source and Open Data<\/li>\n\n\n\n<li><strong>Youth organisations<\/strong> and vulnerable groups<\/li>\n\n\n\n<li><strong>Any interested citizen<\/strong><\/li>\n<\/ul>\n\n\n\n<p>The targeted call is addressed through:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>EELLAK Open Data Mailing List\u00a0<\/li>\n\n\n\n<li>the Open Government Working Group EELLAK\u00a0<\/li>\n\n\n\n<li>WeOpenGov Forum Network (coordinated by Transparency International Greece)<\/li>\n\n\n\n<li>GAIN \u2014 Greek AI Network (coordinated by Homo Digitalis)<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4. How to ensure equal participation<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Asynchronous format:<\/strong> The fully asynchronous procedure (1.5 month) does not require simultaneous presence and allows participation regardless of hours, location and ability to move.<\/li>\n\n\n\n<li><strong>Open access:<\/strong> Registration is free. Membership in an organisation is not required.<\/li>\n\n\n\n<li><strong>Voluntary participation:<\/strong> No one is required to comment on all articles or answer every question.<\/li>\n\n\n\n<li><strong>Equal visibility:<\/strong> Comments are published chronologically without ranking. The AI tools used do not evaluate or rank comments, but assist in summarising and classifying them.<\/li>\n\n\n\n<li><strong>Information material:<\/strong> Supporting material is provided (see \"Information materials\" page) so that each participant starts from a common knowledge base.<\/li>\n\n\n\n<li><strong>Language:<\/strong> The consultation is conducted in Greek.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>6. What about the results<\/strong><\/h3>\n\n\n\n<p>The comments collected will:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Composed<\/strong> in a final report with an argument mapping, leveraging artificial intelligence tools under human supervision.<\/li>\n\n\n\n<li><strong>Sent<\/strong> participants, the Ministry of Digital Governance, and the OGP contact point, as an evidence-based submission.<\/li>\n\n\n\n<li><strong>Published<\/strong> open at opengov.ellak.gr.<\/li>\n\n\n\n<li><strong>Exploited<\/strong> the evaluation of the Sprint 2 of the Greek pilot (deliverable D5.1 of AI4Deliberation).<\/li>\n<\/ol>\n\n\n\n<p><strong>Note:<\/strong> The results are of a suggestive nature. Artificial intelligence tools in the consultation<\/strong><\/h3>\n\n\n\n<p>The platform leverages pilot AI tools developed under AI4Deliberation. You know when you see an AI result.<\/li>\n\n\n\n<li><strong>Human oversight:<\/strong> No AI tool makes decisions. The mitigation of comments, the synthesis of results and the final report are always done under human supervision.<\/li>\n\n\n\n<li><strong>Manual decision-making:<\/strong> Automated decision-making within the meaning of GDPR Article 22 shall not be used.<\/li>\n\n\n\n<li><strong>Comments are not evaluated:<\/strong> The tools do not rank, rate or rate feedback qualitatively. Each comment has equal weight.<\/li>\n\n\n\n<li><strong>AI risks:<\/strong> AI tools may present errors (e.g. misclassification, incomplete summary).
