Self-management, as an Organization for the Collective Management of the Copyright of Musical Creators and Beneficiaries in general, welcomes the creation of PHAROS in Greece. The development of Artificial Intelligence in Greece is a one-way street and an important prospect for innovation. However, it must not be done at the expense of creators and their copyrights. In this context, the Self-Management submits the following comments to the relevant articles with the aim of institutionally safeguarding the rights of authors in the era of Artificial Intelligence, while in any case there should be an explicit reference, as a general principle, that any use must ensure compliance with the relevant copyright law of the relevant international conventions and Union law, as well as the obligations of full transparency regarding the use of protected works.

Article 1 – Purpose: Provided that public resources, data and facilities, as well as personnel, are available, the creation as a private-law entity is not justified, in particular an S.A. (shareholder). Rather, it should be clearly a legal person governed by public law and subject to the relevant legal framework.

General comment (1): The draft law does not provide for a clear obligation of transparency at all levels of operation of the body, particularly on issues of openness of AI systems (algorithms, data, training procedures, software).
General comment (2): There is no clear reference to and description of the Data Management Plan. This is one of the most critical components in AI research, both in terms of their source and in terms of making the results available. In practice, it should be clearly described what, who, where, when, how and for how long it manages this data. In particular, in the case of flows from public bodies or platforms, or more generally sources based on citizens' data, the following should clearly be envisaged together: (a) consent and compliance with the GDPR, (b) public and open access (e.g. non-patented) to the results generated by them, (c) specific consideration to the State, if they are to be used by entities or persons outside the State for commercial or other similar use (commercial products or services, patents, etc.).
General comment (3): The Hellenic Informatics Association (EPE), the eminently special body in the field of AI in Greece, as a scientific and professional association of graduates of Informatics, was not consulted on this bill, nor was it ever informed through a public call. The EIA has for years dealt with the issue of AI at institutional level and has already published two important interventions-proposals in this direction:
